The Open Day page says young adult or young family membership starts from GBP 150 a year.

Boat hire
The Bembridge Sailing Dinghy Club page says adult and cadet members can use club Tera and Feva dinghies for training, racing and social sailing after joining and paying dinghy club fees. This supports member club-boat use, not public walk-up hire.
